sms service to Bulgaria disturbed again

The last couple of days EQO's sms service to Bulgaria is disturbed again. Not all sms reach the destination and my balance is still debited. For instance, today I send 3 sms and only one arrived. I am forced to go back to the expensive (but reliable) sms service of my mobile phone provider. Can you tell me want went wrong and how to correct it? Thanks
